Thank you for your letters of encouragement. More than three years have passed since I moved into temporary housing. This length of time seems both long and short. The number of residents in temporary housing has decreased and now my area is half deserted. Some people who live here have already become entitled to enter to public housing that is under construction, but which will not be completed until next year. I once got the temporary right to become a tenant in public housing. But the screening of the documents eliminated me for the same reason as so many other times because I was classified as "partially destroyed". It seems the administration doesn't think I am one of the victims of the earthquake. I think there is only a slight difference between "partially destroyed" and "half destroyed". But those who were classified as "partially destroyed" have not been given any share of the donations for the victims and now are being excluded from receiving public financial aid. Why on earth should we be so discriminated against even though we have also suffered from the disaster?
Some have profited from the earthquake, others have been treated coldly because they were too honest.
Those who are still forced to live in temporary housing are only the weak. Some people whose houses were destroyed to a similar extent as mine have gotten the certificate of "half destroyed". It makes a great difference.

I wish that never again would a disaster like that earthquake happen. But if there is, the government should take action so as not to discriminate among the victims. Since the earthquake I have seen both sides of human nature ―  both the good and the bad. I have seen humane and warmhearted people, while there have also been self-centered people and egoists. I've learned a great deal toward the end of my life.
